- In June 2003, State Grid Corporation's Three Gorges secondary system in Beijing---- Fiber Ring Network and Data Network were both completed and the test meeting was convened in SPTC. The two-network engineering passed the final testing, and the quality of the engineering was assessed to be good. The two network engineering was launched into use in due form.
- In March 2003, Ministry of Finance of PRC issued an outgoing message ([2003] 109), which gave an official reply on the relevant problems concerning the management of FibrLINK national stocks. The message approved that FibrLINK would be changed into FibrLINK Co., Ltd. This was an important milestone in the process of FibrLINK's issuing stocks.
- I n March 2003, State Grid Corporation's Fiber Ring Network and Data Network in Beijing passed trial test, and the two-network engineering were put into trial running.
- In May 2002, State Power Corporation issued a message ([2002] 238) replying and approving FibrLINK's changing into FibrLINK Co., Ltd. The message approved that FibrLINK Co., Ltd would issue stocks to the public.
- In February 2002, State Grid Corporation and FibrLINK signed a contract concerning State Grid Corporation's Fiber Ring Network engineering and Data Network engineering. SPTC officially granted FibrLINK the right and responsibility to run the engineering of both State Grid Corporation's Fiber Ring Network and Data Network. The total investment was about 90 million.
- On October 30 th , 2001, SPTC and other 36 provincial power and network corporations financially co-founded SPTC Network Co., Ltd, which was an indirect holding corporation of FibrLINK. FibrLINK later changed name and was called Beijing FibrLINK Co., Ltd.
- In October 2001, FibrLINK devoted to the spreading of service and exploring of market. It increased the service of special access, promoted the service of VPN (virtual private network), started the running of telephone via power line network, and provided a variety of services.
- In September 2001, FibrLINK set up large capacity fiber ring network in Beijing that connected China Mobile, CNC (China Network Communication), China Unicom, CRC (China Railway Communication) and SPTC.
- In September 2001, FibrLINK completed the construction of the frame network that covered 29 capital cities of different provinces (including 35 provincial and network corporations), the frame network covered all provincial and network corporations except Tibet, Hainan, Hong Kong, Macau, and Taiwan, thus formed the national scale data network platform which based on the IP technology, and completed the construction of key infrastructure which would implement the national ISP service.
- On June 5 th , 2001, SPTC officially claimed that it would become the holding corporation of FibrLINK. On the same day, the First FibrLINK Shareholders Committee of 2001 was held in Beijing Tian Chi Hotel. Director of SPTC, Zhang Zhihou, was elected chairman of board.
